NYSBA Responds to EXPRESS NY
In February 2026, Governor Kathy Hochul launched EXPRESS NY (Expediting Processes and Regulations to Enable Streamlined Services), a statewide initiative to cut red tape, modernize outdated regulations, and make state government faster and more responsive for New Yorkers. A central pillar of the effort is speeding up the development of housing and infrastructure — addressing the barriers that have long stood in the way of building the homes our communities need.
As the leading voice for New York's home building industry, the New York State Builders Association welcomed this opportunity to help shape a more efficient, build-ready New York. To craft our response, NYSBA convened several brainstorming sessions with members from across the state — the builders, developers, and contractors who confront these regulatory obstacles every day and know firsthand which reforms would unlock more housing, lower costs, and put shovels in the ground faster.
On April 3, 2026, NYSBA submitted 25 regulatory reform recommendations to the Governor's office, with a cumulative potential cost savings of $2.6 billion to $4.4 billion per year. The recommendations span SEQRA reform, DEC wetland and stormwater regulations, building and energy code streamlining, construction liability insurance, zoning incentive reform, and other reforms targeting the procedural bottlenecks that delay housing production across New York.
